Migrant Worker's Living Quarters in Singapore

Who is responsible for this mess? Shouldn't the workers themselves take some responsibility and clean up their living quarters? Shouldn't their wealthy employer be forced to spend money and upgrade the facilities? Shouldn't the Singapore government get involved and force the employer to improve conditions? All of the above IMHO.
